A unit size for public housing is assigned so that it will not be necessary for persons of the opposite sex, other than husband and wife, to occupy the same bedroom, except that children under the age of six are expected to share a bedroom. A unit size is assigned so that the living room is not used for sleeping purposes.
In applying the standards specified below, every member of the household, regardless of age, will be considered as a person. The following standards are used:

In recognition of the shortage of units, local housing authority offices inform applicants of their right to elect to be housed at the "Maximum Persons" density level, regardless of the age and sex of the household members. If a household chooses to do this, the household is not entitled to transfer due to overcrowding unless there is a subsequent increase in household composition.
In determining appropriate unit size, spouses and children may be assigned to separate bedrooms for reasons critical to emotional or physical health, if appropriate medical documentation to justify such an assignment has been submitted to and approved by the local housing authority.
