On an annual basis, the local housing authority determines whether the number of households in family housing with at least one minority member and the number of minority households in elderly/handicapped housing with at least one minority member meets affirmative action goals. If the goal is not being met, the local housing authority will provide an affirmative action preference and establish a placement rate to ensure the affirmative action goals are met.
People who meet the definition of "minority" for this preference include people who are Asian American, Black, North American Indian, and Hispanic.
Apart from this preference, the local housing authority applies the following preferences in descending order within each of the tenant selection priority categories to determine the order of tenant selection:
1st Preference輸ny veteran who resides in the community and applies for elderly/handicapped housing; the local housing authority follows specific procedures for assigning veterans to specific housing units
2nd preference輸ny local resident who applies for public housing receives next preference for placement
