Unearned income is income received without performing work related activities. Unearned income is counted without subtracting any disregards in the General Assistance (GA) program. In the Temporary Assistance for Needy Families (TANF) program, the first $50 of any child support payments is disregarded.
NOTE: See Excluded Income for a list of the types of income that are not counted when determining eligibility and grant amounts for TANF and GA.
· Retirement, Survivors, and Disability Insurance (RSDI) Social Security benefits
· Union benefits
· Military Allotments
· Annuities
· Pensions
NOTE: If the Social Security Administration is recouping money from your RSDI benefit due to an overpayment, the net RSDI benefit amount that you receive, not the gross amount, is counted.
Unemployment compensation received by an unemployed principal earner is subtracted from the Standard of Need, rather than the Payment Standard, in determining eligibility for a family's TANF benefit. (See TANF - Income Limits and TANF - Income Eligibility.)
In the TANF Program, step-parents who reside with their step children and the natural parent of the step-children are considered responsible for supporting those children. A portion of the step-parent's income is counted as unearned income available to the Assistance Unit the step-children. (See TANF - Step-Parent Income for details.)
