The Division of Social Services (DSS), within the Department of Health and Social Services, administers Delaware's public assistance (welfare) programs:

Temporary Assistance for Needy Families (TANF)
The purpose of Delaware's public financial assistance programs is to help needy citizens achieve a better standard of living, good health, and skills that will enhance their ability to become financially independent.
NOTE: Delaware Helpline is a free service that can provide additional information about many Delaware human services and agencies, and referrals to community resources. You can call the Helpline weekdays at 1 800 464 HELP (1 800 464 4357) or from out of state at 1 800 273 9500. Visit the Delaware Helpline website at:

NOTE: Delaware ASSIST is a web site that allows individuals and community based organizations access to screen and apply for a broad range of social programs. The self-screening questionnaire can tell you which Social Service Programs you and the members of your household may be eligible to receive.
