When a Temporary Assistance for Needy Families (TANF) family's employment and training responsibilities are waived by the Division of Social Services (DSS), then the family will be placed in the Children’s Program and be exempt from the time-limit requirements. This exemption from the time limits will be in place for as long as the employment and training client responsibilities are waived.
However, persons in this program must comply with a non-work-related Contract of Mutual Responsibility (CMR), e.g., participation in parenting classes, school attendance for the child or immunizations as necessary.
For Example: A Caretaker who is non-needy -- that is, a non-parent, not included in the grant, who is caring for a needy child -- would be required to comply with the CMR to receive benefits. Non-needy caretakers are not subject to the time limit requirements.
