In the Supplemental Nutrition Assistance Program (SNAP, formerly Food Stamp Program), tools consist of such items as hammers, saws, wrenches, planes, pliers, hoes, rakes, and similar articles used in a home. Tools that are used for education, employment, or training are excluded.
If tools are counted, then the equity value (fair market value less encumbrances) is used.
All tools are excluded for residents of Alaska, Arkansas, Florida, and Virginia.
Tools used for the maintenance and upkeep of a home or are considered to be personal belongings are excluded for residents of Hawaii, Louisiana, Maine, Nevada, New Hampshire, and Oklahoma.
Assets that are owned jointly by separate households are considered available in their entirety to each household unless the household demonstrates that the assets are inaccessible. If the household can demonstrate that it has access to only a portion of the tools, the value of that portion of the tools is counted toward the household's resource level. The tools are considered totally inaccessible to the household if the tools cannot practically be subdivided and the household's access to the value of the tools is dependent on the agreement of a joint owner who refuses to comply.
