A Personal Care Attendant (PCA) is an individual who provides assistance in activities of daily living to an individual with a disability. If it is determined and certified that one or more live-in PCAs are needed by a person with a disability in order for that person to live outside a medical institutional environment, the PCA's assets and income are not to be included in the determination of the household's continued eligibility or in the rent determination.
Certification of the need for a PCA may be given by the Department of Public Welfare, the Massachusetts Rehabilitation Commission, or other entity approved by the Executive Office of Communities and Development. This documentation must also be provided to the local housing authority.
In the case of a family member or friend who chooses to live as part of the household of a person with a disability to assist him or her, the eligibility of the family member or friend is determined by the local housing authority and the income of the family member or friend will be considered in determining rent in accordance with standards for income determination.
