Names of State SNAP (Food Stamp) Programs

The Agriculture Department estimates that two of every five people eligible for the Supplemental Nutrition Assistance Program (SNAP, formerly Food Stamps) benefits do not use them. In one Agriculture Department survey, stigma and misinformation were two of the main reasons cited by people who qualified for SNAP benefits but did not use them.

NOTE: On June 18, 2008, Congress enacted Public Law 110-246, The Food, Conservation and Energy Act of 2008 (FCEA). Section 4100 includes a provision that renames the Food Stamp Program the "Supplemental Nutrition Assistance Program" or SNAP and renames the Food Stamp Act of 1977 the Food and Nutrition Act of 2008, effective October 1, 2008. State agencies may continue to use state-specific program names.

Different names for SNAP (Food Stamp) programs are in place in many states already, and other states are considering name changes. The phrase SNAP or Food Stamps does not appear on many state-issued Electronic Benefit Transfer cards.

Additional Information

Actual food stamps were used from the beginning of the first program in 1939 until it ended in 1943. Coupons were used in the modern program from 1961 until phased out in 2004. In 1996 Congress mandated the eventual use of electronic debit cards, which all states use today.
