Children certified for foster care in Oklahoma are eligible for Medicaid coverage in their state of residence when placed in out-of-state placement with relatives or non-relatives. A medical plan that includes a way to provide necessary and expected medical services and payment for those services must be in place before sending a custody child to reside out of state.
The child welfare worker sends written verification of the child's foster care eligibility verification to the caregiver who makes application on behalf of the child in the state of residence.
The child continues to receive Medicaid coverage from the state of residence as long as foster care eligibility remains in effect.
Custody children requiring medical attention while traveling through or vacationing in another state should receive necessary emergency care:
· If the provider is an Oklahoma Medicaid provider, the provider must file a claim
· If the provider is not an Oklahoma Medicaid provider but is willing to become one, the provider is referred to the Oklahoma Health Care Authority (OHCA), Provider Enrollment.
· If the provider is not an Oklahoma Medicaid provider and is not willing to become one, the child welfare worker must contact the Oklahoma Department of Children and Family Services, Administrative Services for assistance to pay for the medical service provided.
