FITAP - Transitional Assistance (TA)

Purpose: Transitional Assistance (TA) in Louisiana is a supplemental program designed to help in the transition from welfare to self-sufficiency. It is available to former recipients of Family Independence Temporary Assistance Program (FITAP) benefits who are no longer eligible because of earnings.

Eligibility: Assistance is potentially available to all former FITAP recipients who become ineligible because of earned income IF they received FITAP for three of the six months preceding the first month of ineligibility for FITAP.

Effective Date: For former FITAP recipients who "timely apply" for Transitional Assistance (TA) by the last day of the effective month of FITAP closure, payments begin effective the first day of that month. If a person fails to file on a timely basis they lose priority status and may experience delay in receiving Transitional Assistance services.

Childcare Benefits: If you must pay someone to take care of your dependent child/children while you work, you may be eligible for reimbursement of a portion of what you pay. The child who needs care must be under age 13 or under age 18 if the child has a verified disability or is under court supervision.

Maximum income requirements for childcare related to household size (in 2005) are as follows:

·        2 persons - $2,101

·        3 persons - $2,596

·        4 persons - $3,090

·        5 persons - $3,585

·        6 persons - $4,079

·        7 persons - $4,172

·        8 persons - $4,265

·        9 persons - $4,357

Childcare Provider Selection Assistance: If a client needs assistance selecting a childcare provider, a toll free number of one of the childcare resource and referral agencies is available.

Payments to Child Care Providers: The Transitional Assistance program pays a certain percentage (30%, 50%, 70%, 90%, 100%) of authorized child care costs. The percentage is based on countable household income and household size. Authorized childcare costs are determined by two factors:

1.        The number of hours the child is in care each week, as compared to the number of hours the parent works or attends school, and

2.        The amount charged by the provider, as compared to the maximum rate for the child’s age and provider type.

If the agency does not pay the entire amount that is charged by the provider, it is the parent’s responsibility to make the co-payment to the provider.

Continued Medicaid Coverage: Medicaid coverage under the Transitional Assistance program is called Transitional Medicaid (TM.) Your eligibility for TM Medicaid will be determined by your caseworker when your FITAP grant is closed. No application is required. TM can provide full Medicaid for up to 12 months.
