DE Kinship Care Transitional Resource Program

People who are not their biological parents are now caring for an increasing number of children. The Kinship Care Transitional Resource Program was developed as a response to the needs of relative caregivers who care for these children. (Relative caregivers are non-parental relatives, such as grandparents or aunts and uncles, who take on the responsibility of caring for a relative child.)

The Kinship Care Transitional Resource Program assists non-parent caregivers during the 180-day transition period when a child initially moves into the non-parent caregiver's home. This program is designed to meet the child's immediate need for clothing, shelter, health, safety, and educational supplies.

Application

Apply at the nearest Division of State Service Centers office.

Eligibility

Applicants must meet eight eligibility criteria for this program. The eligibility factors are:

·          Relationship - The child is living with a relative within the fifth (5th) degree of relationship, as defined by the DSS Policy Manual section DSSM 3004.

·          Age - The child is less than eighteen (18) years of age.

·          Residence - Applicants must reside in Delaware to be eligible for benefits. Persons who currently live in Delaware and plan to stay, including the homeless, meet the residency requirement.

·          Time Limitation - The child has been living in the caregivers home less than or equal to 180 days.

·          Income - The income of the caregiver cannot exceed 200% FPL. The household size includes the caregiver, spouse and his/her minor children (under age 18). The income of the child moving in to the home and any siblings (or half-siblings) who also reside in the home is not counted.

·          Resources -The resources of the child, siblings, and the caregiver are excluded.

·          Citizenship - The child is a citizen or a lawfully admitted alien.

·          Need - The child has need for one or more of the services covered.

Items and Services Covered

Payments may be used for items and services such as, but not limited to:

·          Clothing for the child.

·          Furniture such as beds, chairs, dressers.

·          Bed linens, blankets, and towels.

·          School supplies such as notebooks, pens, calculators, and paper.

·          Items which directly foster child health and/or safety, such as a car seat or infant monitor.

Payments will not be made for recreational electronic equipment such as personal computers, televisions, or stereos.

Effect on Other Programs

This income is excluded in all DSS programs. When determining eligibility for other programs, DHSS has the discretion not to count benefits received under the Kinship Care (Non-Parent) Transitional Resource Program.

Administration

Financing of the program is 100% State funded, as provided by the Delaware General Assembly, and is limited to available funds. The program is provided through a partnership between the Division of State Service Centers (DSSC), the Division of Social Services (DSS), and the Division of Services for Aging and Adults with Physical Disabilities (DSAAPD).
