Community Training Services CTS is the only funding source available for Division of Developmental Disabilities (DDD) services that is strictly state general funds. It is the smallest funding program, but also the most flexible.
CTS is typically utilized for individuals who need less intensive services or who do not meet the financial eligibility for ICF/MR based Long-Term Care or HCBWS funded services.
Services are provided by DDD-approved Adjustment Training Centers (ATCs). The main services that are provided under the CTS program are:
· Prevocational training;
· Residential Services;
· Community living training;
· Vocational Training; and
· Expanded follow along/support (Supported Employment ongoing support).

CTS is provided cost-free to eligible consumers whose gross income is less than 115% of the state median income. If your income equals or exceeds 115% of the state's median income, you must pay 100% of the costs of services received.
NOTE: Only the individual's income, not that of the family, is counted when determining this cost sharing. (Source: Private communication with DDD.)
