Reinstated individuals were those individuals who lost Aid to Families with Dependent Children (AFDC) or Family Independence Program (FIP) eligibility and for whom a decision was not made regarding eligibility for Medicaid or Transitional Medicaid. These individuals are automatically eligible for Medicaid services.
The "Reaching Out Medicaid Reinstatement Project" was established in South Carolina to identify, locate, and reinstate certain individuals who lost Medicaid when their Temporary Assistance for Needy Families (TANF) cash assistance was discontinued. Children who became ineligible for Supplemental Security Income (SSI) benefits due to changes in the SSI disability rules who also may have lost Medicaid coverage have been included in the Reaching Out Project.
Individuals and families were notified of the procedure to be reinstated in 2001. Those families were reinstated for 120 days during which a separate Medicaid eligibility decision was made. Those who were covered are now incorporated into the Low Income Families program.
