Individuals or couples are eligible for Optional State Supplementation (OSS) payments if they meet the following requirements:
· Determined to be Aged, Blind or Disabled in accordance with SSA criteria;
· Reside in a residential care facility licensed by either the South Carolina Department of Social Services (DSS) or the Department of Mental Health (DMH);
· Have resources that do not exceed the resource limitations set by the Federal Supplemental Security Income (SSI) program;
· Receive an SSI payment, which when combined with other countable income, gives them total income less than the Net Income Limit appropriate to their living situation, or
· Receive countable income that exceeds the SSI payment standard, but is less than the Net Income Limit appropriate to their living situation.
Eligibility for couples is determined by measuring a couple's combined countable income against a combined Net Income Limit.
Eligibility for OSS cases is reestablished every twelve months or more frequently. For example, when a change that might affect a couple's or individual's eligibility is reported, a re-determination of eligibility and grant adjustment is made promptly.
