Your family's gross non-excluded income meets the financial eligibility criteria for the Section 8 Tenant-Based Voucher program.
But your Family Rent to Owner for the rental unit you have found does not meet the Maximum Family Share criteria, so your family is not eligible for a Tenant-Based Voucher to rent that unit.
You should try to negotiate with the owner for a lower Rent to Owner, or try to find a rental unit that has a gross rent of less than the amount specified in the Alert. (Gross rent is the Rent to Owner plus the Utility Allowance.)
NOTE: Your Public Housing Agency (PHA) is supposed to help you negotiate the Rent to Owner amount with the owner if you ask your PHA for assistance in doing so.
