To be eligible for SSI-related Medicaid on the basis of being Aged, a person must be 65 years old or older.
To be eligible for SSI-related Medicaid on the basis of blindness, a person must have central visual acuity of 20/200 or less in the better eye with the use of corrective lens or visual field restriction to 20 degrees or less.
Legal reference: 441 IAC 50.2(1) and 75.20(249A); 20 CFR 416.981
Medicaid generally uses the same criteria to determine disability as is used by the Social Security Administration to determine eligibility for disability benefits administered by that agency.
Exception: Children who were receiving SSI as of August 22, 1996, and lost eligibility due to no longer being disabled may qualify as disabled if they continue to meet disability criteria in effect before the enactment of the Personal Responsibility and Work Opportunity Act of 1996 (P.L. 104-193).
To be eligible for SSI-related Medicaid based on disability, a person must be unable to engage in any "substantial gainful activity" because of a physical or mental impairment.
The impairment must be medically documented and must be expected to last continuously for 12 months or result in death.
A child under age 18 is disabled if the child has a physical or mental disability which results in marked and severe functional limitation, and which can be expected to result in death or which has lasted or is expected to last for 12 continuous months. No person under the age of 18 who engages in substantial gainful activity may be considered disabled
